基于轴辐式模型的武汉城市圈物流网络规划研究

摘要
作为中部地区的武汉城市圈“资源节约型和环境友好型”两型社会的建设,事关中部崛起的国家宏观经济发展战略目标的实现和湖北省社会经济的健康发展,而武汉城市圈物流网络的构建是实现武汉城市圈区域经济发展战略目标的重要组成部分。选择合理高效的城市圈物流网络有利于合理配置社会资源、促进生产要素流动、降低区域物流成本、改善投资环境,对促进区域经济的发展具有重要的意义。
     轴辐式网络自从被引入美国航空业以后,引起了企业界和学术界的广泛关注,应用范围也从原来的航空领域扩展到物流、旅游等领域。由于轴辐式网络具有明显的规模效益、集聚效益和空间效益等特性,从运输组织、生产组织到更大规模的社会组织,轴辐式网络在实际应用中都被证明是非常有效的复杂系统的网络组织形式。目前,轴辐式网络的研究已经取得了许多研究成果,但在特定的区域经济环境下,对轴辐式网络在物流行业中的应用,其网络演变机理、如何与区域经济理论的相结合、网络运行等方面还需要进一步研究。
     本文在参阅了大量关于轴辐式网络的研究文献基础上,认真分析了目前武汉城市圈物流网络的实际运行情况和武汉城市圈总体规划。通过结合区域经济点轴开发理论,对轴辐式物流网络演变机理进行了研究,从理论、实际、数学分析等方面研究分析,指出轴辐式物流网络模型符合武汉城市圈发展需求,是武汉城市圈构建合理高效的区域物流网络的科学选择。在轴辐式网络模型设计方面,根据武汉城市圈实际情况设计了相应的无枢纽容量限制的多分配轴辐式物流网络模型,在解法方面给出了两阶段式启发求解算法。最后运用轴辐式网络模型思想,从政府管理部门和物流企业两个角度,即从宏观与微观两个层面进行武汉城市圈物流网络的规划设计与模型实现,进行相互论证,验证了轴辐式物流网络模型与算法的有效性,得出了在武汉城市圈内建立以武汉、黄石、孝感为主枢纽结点,天门、潜江、仙桃等其余6市为次级枢纽结点城市的城市圈轴辐式物流网络规划方案,并与武汉城市圈总体规划进行对比分析,对在武汉城市圈内如何构建高效轴辐式物流网络提出了相关建议。
As the resource-conserving and environment-friendly social construction of WUHAN city circle in the central region, it related to the success of governments strategic objective’s about the rise of central China and the development of HUBEI economy. The construction of logistics network in the WUHAN City Circle is the very important component part of strategic objectives about the development of regional economies. For the boosting of regional economies, it is very important to choose an correct city circle logistics network. A reasonable logistics network has a good contribution to allocate social resource, promote the exchange of production factors, reduce the logistics cost, improve the environment for investment.
     Hub-and-Spoke network that originated from the aircraft industry of USA has aroused the extensive concern from the business and academic circles. The range of Hub-and-Spoke network application extended to other scopes such as transportation and tourisms. On account of the obvious advantages of scale merit, agglomeration economies and space efficiency. Hub-and-Spoke network has been testified the effective organizational forms in the actual operation from the freights transportation to the production organization. Many research results about the Hub-and-Spoke network have been received presently, but there is rarely research on the applications of logistics industry, the formative mechanism, the combination with the regional economic policy etc under the special regional environment.
     This dissertations based on the intensive research of reference documents and analyzed the actual operation of WUHAN logistics network and the general planning of WUHAN City Circle. The work studied the Hub-and-Spoke logistics network formative mechanism on the help of point-axis development theory. After researching on the theory, practical situation and math analyze, the work pointed out that the Hub-and-Spoke logistics network meets the demand of WUHAN City Circle. The Hub-and-Spoke logistics network is the scientific choice for the contribution of WUHAN City Circle. In terms of designing WUHAN logistics network, the dissertation gives the“Incapacitated multi Hub-and-Spoke logistics network model”and the two-phase heuristic algorithm. Lastly, under the direction of Hub-and-Spoke logistics network model, the logistics network of WUHAN City Circle is programmed based on the angle of government and administrators. On the other hand, optimizing designing and calculating case study of the WUHAN city circle logistics network was realized with“Incapacitated multi Hub-and-Spoke logistics network model”and its two-phases heuristic algorithm. The two results that come from the two angles of macroscopic and microcosmic view are support each other, it tested and verified the validities of the“Incapacitated multi Hub-and-Spoke logistics network model”and the two-phase heuristic algorithm. The finally layout of WUHAN city circle’s logistics network take the three cities (WUHAN, HUANSHI, XIANGAN) as the main Hubs, and the rest cities as the second main Hubs. At the end of dissertations, some advices were pointed out to governments.
