论江苏石化产业的转型升级

摘要
石化产业是江苏传统优势产业之一,起步早、发展快。但是近年来江苏石化产业发展面临着高耗能、高污染的问题。石化产业应当持续推进供给侧改革,化解过剩产能、生产绿色化、产品结构调整为"高端精细"。以江苏地区石化产业为例,借鉴发达国家成功的经验,对石化产业转型升级进行了探究。针对石化产业面临的外部市场、内部创新压力及环境约束等问题,借鉴新加坡等国家石化产业的发展模式,在组织领导、行业监管、创新驱动、运行机制等多个方面提出对策建议。
Petrochemical industry is one of the traditional superior industries in Jiangsu province, characterized by its early establishment and fast development. However, in recent years, Jiangsu petrochemical industry is facing the problems of high energy consumption and high pollution. It is required that petrochemical industry should continue to push forward supply-side reform, eliminate excess capacity, shift to green production, and adjust product structure toward "high-end". Taking Jiangsu petrochemical industry as an example, and drawing on the successful experience of developed countries, this paper explores the transformation and upgrading of petrochemical industry.In view of the pressures from external market and internal innovation as well as environmental constraints facing the petrochemical industry, the paper, by learning from the development model of petrochemical industry in Singapore and other countries, puts forward countermeasures in such aspects as organizational leadership, industry supervision,innovation drive and operation mechanism.
