对政府编制绿色矿业发展规划的思考

摘要
编制与实施绿色矿业发展规划是推进矿业领域绿色发展的重要手段,各地不断进行实践,为规划编制工作提供了有益探索。规划编制在总体思路上需要坚持目标导向和问题导向,在规划内容上需要坚持分类统筹和体现特色,在组织方式上需要坚持部门联动和公众参与。在规划领域上重点围绕绿色勘查、绿色矿山建设、绿色矿业发展示范区建设和矿业绿色发展等四个方面,明确主要任务、重大工程和规划实施保障措施等内容。绿色矿业发展规划是一项新兴的矿产资源专项规划,需要在实践中不断完善规划理论与方法。
The preparation and implementation of green mining development planning is an important means to promote the green development of the mining industry. Local governments continue to practice and provide useful exploration for planning and preparation.
