中国化石能源高质量发展面临的挑战与对策

摘要
介绍了当前我国化石能源发展面临的总体供需宽松、化石能源达峰、创新智能发展、高质量发展4个形势,分析了化石能源发展中存在的供需逆向分布、资源约束严重、清洁利用水平偏低、油气设施建设缓慢、化工产品竞争力不足、体制机制改革较慢等6个主要问题,并从优化煤炭生产布局、煤炭清洁高效利用、稳油增气保障供应、天然气产供储销体系建设、炼油化工健康发展、油气体制机制改革、海外多元供应等7个方面,提出化石能源发展的对策建议。
The current situation of China's fossil energy development,such as overall supply and demand easing,fossil ener-gy peak,innovation and intelligent development,and high-quality development were introduced. Six main problems were ana-lyzed such as the reverse distribution of supply and demand in the development of fossil energy,serious resource constraints,low level of clean utilization,slow construction of oil and gas facilities,insufficient competitiveness of chemical products,andslow reform of institutional mechanisms. The suggestions were proposed for development of fossil energy from And from the op-timization of coal production layout,coal clean and efficient use,stable oil and gas supply,natural gas production and distri-bution system,refinery and chemical development,oil and gas system reform,overseas diversified supply.
