县域生态建设与经济竞争力协同发展路径研究——以江苏省淮安市为例

在构建区县生态建设与经济竞争力构成要素及效率评价指标的基础上,运用DEA模型中的SBM模型对淮安市四区三县的生态建设效率和经济竞争力进行了评价,并对各区县生态建设与经济竞争力的协调发展程度进行了测算。研究发现,淮安市各区县2012～2017年的生态建设与经济竞争力基本呈现由失调到协调的良好变化态势,但协调发展程度较低,状态不稳定;生态建设效率偏低、生态建设滞后是淮安市县域生态建设与经济竞争力协调发展的重要障碍。为此,淮安市需构建生态建设与经济竞争力协调管理机制,根据各区县的协调发展类型制定合适的发展策略。
Based on the construction of the components and efficiency evaluation indexes of the ecological construction and economic competitiveness of districts and counties, the paper uses the SBM model in DEA model to evaluate the ecological construction efficiency and economic competitiveness of the four districts and three counties in Huai 'an city, and calculates the coordinated development degree of the ecological construction and economic competitiveness of each district and county. The study found that the ecological construction and economic competitiveness of each district and county in Huai 'an city basically showed a good change from imbalance to coordination from 2012 to 2017, but the degree of coordinated development is low and the state is unstable. Low ecological construction efficiency and lagging ecological construction are important obstacles to the coordinated development of ecological construction and economic competitiveness of Huai 'an county. Therefore, Huai 'an needs to build a coordinated management mechanism of ecological construction and economic competitiveness, and formulates appropriate development strategies according to the coordinated development types of various districts and counties.
