•We interviewed ENRM engagement practitioners about identification of stakeholders.•We categorise the ‘art’ and ‘science’ of approaches to stakeholder identification.•We outline operational definitions of ‘stakeholder’, ‘community’, and ‘citizenry’.•We discuss how status as a stakeholder is awarded in ENRM.
