A robust, reliable energy-ware resource allocation for flash-flood ensemble forecasting is proposed. The need for urgent computing to support ensemble forecasting for extreme flash flood events is shared. A set of priority-based multi-objectives resource allocation heuristics is proposed. A makespan robustness model, and a resource and site reliability model to quantify the objectives are developed. An assessment model to evaluate and compare allocation results for a given set of resources is introduced.
