•A multi-objective programming model is proposed to tackle the water allocation issues.•The concept of Gini coefficient is introduced to seek for equity among water allocation strategies.•A Compromise Programming method is employed to trade off efficiency and equity in water allocation conflict analysis.•The efficiency and practicality of the model is verified through the case study.
