•An inexact approach was developed for watershed planning with non-statistical data.•A model-based framework was proposed and applied to a real-world management case.•Development plans were generated under three scenarios with varied priorities.•Sensitivity to different risk-aversion and input-fluctuation levels were analyzed.•Risk-benefit tradeoff could be quantitatively analyzed without statistical data.
