•Deforestation by small sugarcane suppliers is a challenge for biofuel governance.•This is driven by a lack of accountability over parts of the suppliers’ lands.•It is also exacerbated by suppliers’ perceptions of sugarcane as a risky crop.•To ameliorate this problem, regulations and certifications must address both issues.•Biofuel companies should leverage the resources of governmental authorities.
