Analyzes the influence of rule of law on R&D investment across industries and counties. Finds that the quality of the rule of law is a first order determinant for research investment. E.g. 24% of the gap in R&D between the Italian and German automobile industry is due to rule of law. The effect is stable for a wide range of alternative specifications and outcomes.
