The characteristic equations for flexural and shear waves are derived. The critical propagation conditions for flexural and shear waves are obtained. The threshold diameter for shear wave and blocking diameter for flexural wave are observed. Larger nonlocal or smaller strain length scale parameter increases blocking diameter and decreases threshold diameter.
