摘要

本文以东北地区16家具有代表性的地市级公共图书馆为例,从用户权利性规范与义务性规范两个方面出发,通过网络调查和文献研究等方法对其用户行为规范配置情况进行了实证分析,探讨该地区公共图书馆制定其用户行为规范政策的得失,并围绕用户整体行为规范配置提出以下建议:在新法案背景下重塑规范体系;利用新信息技术扩大读者权益;借鉴系统理论加强用户参与度;基于信用视角配置用户行为规范。
        Taking 16 representative municipal public libraries in northeast China as an example,this paper empirically analyses the configuration of users' behavior norms from two aspects of user rights norms and obligations norms by means of network survey and literature research,so as to explore the gains and losses of public libraries in this area in formulating their user behavior norms, and put forward the following suggestions around the user's overall behavioral normative configuration: reshaping the normative system in the context of the new law; using new information technology to expand readers' rights; referencing System theory to enhance user engagement; configuring user's behavior norms from the perspective of credit.
