摘要
20世纪迅速发展起来的信息技术正在改变传统的教育形态，计算
机和网络以超乎常人想象的速度渗透进了社会生活的每一个角落，而且
正在快速而全面地与教育相融合。它的发展已开始超越一种辅助手段的
意义，而是对现实的教育和传统的教育理念产生了革命性的影响。目前，
珠海市的教育信息化建设已经开始从启蒙阶段迈入蓬勃发展阶段，同时
也存在着一些迫切需要解决的问题。
本文的上篇对珠海市教育信息化发展现状进行了较全面的分析，并
以此为基础提出了珠海市推进教育信息化的基本战略思路，包括珠海市
推进教育信息化的指导思想、主要发展目标、应遵循的基本原则等，同
时设定了“加强机构建设，建立有效的管理和运行机制”、“建设珠海市
信息化实验学校”、“创建综合性的珠海市中小学虚拟网校”以及“政府
增加投入，多渠道筹措教育信息化经费”等若干影响珠海市教育信息化
事业全面发展的战略举措，并逐一作出了相应的阐述和论证。
为了使珠海市教育信息化发展的基本战略思路能有效地落到实处，
本文的下篇就珠海市教育信息化发展的主要操作策略进行了更有针对性
的细致而深入地分析。具体内容为：1．全面推进中小学信息技术教育
的改革与创新，对中小学信息技术教育的目标与原则、中小学信息技术
课程体系和教学内容以及实施过程提出了改革与创新的设想。2．在多
媒体计算机辅助教学中全力构建新型教学模式，把教学模式的构建放在
一个突出的位置上。3．系统构筑教育管理信息化网络，立足于法规体
系、框架构建、软件建设与资源开发等方面来保证信息化网络的形成与
有效运转。4．建设一支信息化教师队伍，以确保珠海市教育信息化事
业的可持续发展。
The article demonstrates that the information technology developed rapidly in the 20th century is changing the traditionally educational formation. Application of multimedia and net has penetrated into all fields of social life, education is merged with computers and network dramatically and comprehensively. The role of computers and network is of great significance more than just an aid means and exerts fundamental influences on both the existing education and traditional concept of education. At present, the construction of educational info-orientation in Zhuhai has ushered in a vigorously developing stage from its preliminary stage. Meanwhile we are faced with some problems which need to be tackled urgently.
The first part of the article consists of a comprehensive analysis of the developing situation concerning educational info-orientation in Zhuhai, basic strategic thoughts on pushing forward educational info-orientation in the city, including the guidelines for advancing the city's educational info-orientation, the main targets of development, the fundamental principles to abide by and so on. Simultaneously some strategic measures to direct overall progress of info-orientation education in Zhuhai are herein presented, such as "Strengthen institution construction and establish efficient management and operational mechanism", "Establish info-orientation trial schools in Zhuhai" and 'Increase governmental investment, raise educational info-orientation fund through various channels"With regard to the above-mentioned measures, the article expounds and proves the points one by one.
The second part concentrates upon the major operational strategies of development in educational info-orientation in Zhuhai. The article, in order to implement the basic strategies of Zhuhai City's educational info-orientation effectively, makes more pointed and detailed analyses of the above-mentioned operational strategy. The contents include: 1. All-round reform and creativity in advancing information-technology education, aims and principles of information-technology education, ideas on reform and creativity in terms of information-techriological course system, teaching contents and operational process in primary and middle schools. 2. The construction of teaching modes located in a spectacular position in multimedia-aided teaching process. 3. Information-network to be built systematically on the basis of guaranteeing formation and efficient operation of the information-network in terms of legal system, framework construction, software designing and resources development. 4. A contingent of IT-armed staff to be trained and formed with a view to sustainable development of the city's educational info-orientation
