摘要
本文对全球及部分地区纸及纸板的发展变化规律进行了研究分析；研究了纸及纸板的生产量、消费量、生产能力与各国的人口总量和GDP变化而变化的规律；回归出了相应的数学模型；分析了资金、技术密集型的造纸业产业，具有规模经济性，竞争使工业集中度不断提高；分析了几大类主要产品系列的市场需求份额构成规律。研究表明：造纸业在当今仍然是传统的“朝阳产业”。
加入WTO后，站在经济全球化的视野下，认真分析我国纸业的发展变化规律，研究了加入WTO对我国造纸业的影响。通过分析表明：我国纸业既面临着严峻的国际竞争，同时又存在着巨大的发展空间。在分析了我国纸业存在的主要问题基础上，提出了我国的应对措施。
在国际及我国造纸业发展的大环境下，本文通过对“岳纸”的外部环境、内部环境进行分析，对“岳纸”主导产品市场的生产量、需求量进行了分析预测，对主要竞争对手进行分析比较。在此基础上，提出了应对竞争及市场快速增长的企业发展战略。
研究认为：通过采取纵向一体化发展战略、环境保护与可持续发展、横向多元化战略的一系列措施，可以实现“岳纸”的腾飞，达到具有国际竞争力的纸业集团有限公司。并对实现战略目标所需的资金筹措进行了规划，介绍了实现战略后的社会经济效果。
The paper have studied development law of paper and paperboard for global and some regions. The paper have studied the law of output, consumption, throughput changing with population gross and GDP of each country, regressing corresponding mathematics models, analyzing composing law of market request for several main series produces. The result indicates that paper industry requires much fund and technology and possesses characteristic of scale economy, competition makes industry concentrate more and more and paper industry is still traditional "rising sun industry".
The paper has analyzed development law of paper industry in our country from the view of economic globalization after our country joins WTO and its influence on our country paper industry to join WTO. The result indicates that our country paper industry is facing drastic international competition as well as possessing enormous development space. The paper brings forward corresponding measures basing on analyzing main questions existing in our country paper industry.
Under large environment of international and our country paper industry development, the paper has analyzed exterior and interior environment of Yueyang paper group LTD., analyzing and forecasting throughput and requirement of main products of Yueyang paper group LTD., analyzing and comparing main opponents. The paper brings forward enterprise development strategy being aimed at competition and market fast increase.
The study considers that it can realize lift-off of Yueyang paper group LTD. and make it have international competition power to adopt a series of measures like portrait the all and the one development strategy, continuous development strategy, pullulating strategy and so on. The paper has planed the fund required for realizing strategy goal and introduced social and economic effect after the strategy has been realized.
