摘要
随着城市化进程的加快，城市土地需求呈现持续增长的趋势。而农地资源的稀缺严格限制城市扩展占用农地，城市土地供给缺口很大。因此，改善城市土地利用不合理状况、挖掘城市土地存量内涵，是增加城市土地供给的较优途径。因此，有必要深入研究我国的城市土地整理，以指导城市建设的实践。
本文在国内外城市土地整理研究的基础上，首先明确了城市土地整理的内涵，界定了城市土地整理的研究范围。其次，运用实证分析和比较分析的方法分析了促使我国城市土地整理的影响因素，得出了城市土地整理是我国城市土地利用政策的必然选择的结论；针对不同的土地整理的内容分析其产权关系、经济关系和存在的主要问题。然后，根据城市土地利用存在问题和城市产业结构调整的情况，对城市土地整理的模式进行了比较选择研究，提出了进行城市土地整理的途径，并构建了我国城市土地整理的运作程序。最后，在前述研究的基础上提出了一些优化我国城市土地整理的对策建议。
With rapid urbanization process， urban land demand presents the expansive tendency continuously，While scare quality of rural land limits city expansion overly， urban land demand exceeds the supply. It is a good way of improving the urban land use situation to increase city land supply. So，it is necessary to study it further，to guide our urban land readjustment work.
Based on the foreign study on urban land readjustment, thesis explains what is urban land readjustment and its scope: urban and suburb districts first. Second，methods of factor analogy and demonstration are employed to analyzed the urban readjustment effect factors，and the thesis draw a conclusion that urban readjustment is the good method in improving urban land use situation，the thesis analyses property rights and economic relations of different land readjustment content，points out some problems. Third，according to the problems of urban land use and adjustment the structure of industry，thesis analyzes and choose urban land readjustment models. In the end, some concrete measures about urban land readjustment is proposed.
