天津市居民购房能力分析与住房保障研究

摘要
衣食住行是人类最基本的生活需要。所谓住就是住房,住房是人类生存的基本条件,人人需要住房。“居者有其屋”是中华民族秉持传统价值观的重要内容之一,也是世界大多数国家政府的施政理念。住房是关系国计民生的重大经济问题和社会问题。尤其是在当前我国构建社会主义和谐社会的背景下,有效地解决人民群众住房消费需求这一民生问题,更是坚持“以人为本”思想和贯彻科学发展观的重要体现。解决老百姓安居问题,成为建设社会主义和谐社会的重要内容。
     近年来,住房和房价问题成为我国经济社会发展的一个热点,引起了社会方方面面的高度关注。国家多次出台房地产调控措施,规范市场秩序,稳定住房价格,努力为人们群众创造更好的住房条件。但是,由于住房属于大宗消费品,并非所有人都有能力在市场上购买住房,而住房又具有社会保障属性,政府需要满足居民的住房需求。可以说,全面实现“居者有其屋”的目标任重道远。
     论文的正文内容由以下五个部分构成。第一部分是关于我国住房问题的综述;第二部分介绍了天津市居民的住房现状,并分析了天津市居民的购房能力;第三部分是关于我市住房保障的政策及不足之处;第四部分是有关国内外住房保障的经验总结以及对我市的启示;第五部分是关于我市住房保障政策的建议。文章在详细介绍了美国、英国、新加坡、香港特区等国家和地区的住房保障政策及制度的基础上,针对天津市住房保障政策实施中存在的问题,提出了相应的建议。只有这样才能真正促进天津市的经济社会发展,并建立起一个和谐的、有序、充满活力的天津。
Clothing, food, housing and walking are basic necessities of life. The so-called living is housing, housing is a basic condition of human existence, and everyone needs housing. "Home Ownership" is the Chinese nation uphold the traditional values of the important part, and also is the concept of the government’s policy of the most countries in the world. Housing is a major economic and social problems of relating the national economic and the people’s livelihood. Especially in the context of the current, effectively address the needs of the livelihood problems of housing consumption is adhere to the "people-oriented " thinking and the importance of implementing the scientific concept of development reflects. Solve the housing problem of the people is an important content of a socialist harmonious society.
     In recent years, housing and house prices become a hot economic and social development, and aroused great concern in all aspects. The government take many measures to standardize the market order, stabilize housing prices and hope to create better housing conditions for people. However, because housing is consumer staples, not all have the ability to purchase housing in the market, but also housing with social security attributes, the government needs to meet the housing needs of residents. So to speak, there is a long way to go to achieve the target of "Home Ownership".
     The article has five important parts. The first part introduce the reform of housing system; the second part introduce the situation of housing in Tianjin and the housing affordability to Tianjin’s residents ; the third part is about the inadequate of housing guarantee for Tianjin; the fourth part introduces the theory of the housing guarantee; the fifth part is about the implementations of the housing guarantee. It introduces the housing guarantee of the US, Britain, Singapore, Japan and Hong Kong. Then it introduces the strategies in Tianjin and proposes problems which should pay attention to. Only in this way, could we establish a harmonious, orderly, vitality of Tianjin.
