基于供应链思想的工程项目质量评价体系研究

摘要
随着建设事业的蓬勃发展和建设规模的不断扩大,工程项目质量也逐渐成为社会关注的热点。如何全面、客观地对工程项目的质量状况进行描述和评价,并在此基础上对工程项目的质量进行科学的决策和管理,成为政府管理部门和工程项目参建各方十分关心的问题,同时也是工程项目质量管理研究不断深化过程中需要探索的课题。
     本文以项目管理知识体系和我国工程项目质量管理的实际情况为基础,以系统工程学、现代评价理论、模糊数学等作为理论基础和分析工具,遵循定量与定性相结合、理论研究与实证分析相结合的原则,对基于供应链思想的工程项目质量评价理论和方法进行了研究。
     本文在工程项目质量评价领域取得的新进展是:
     (1)在分析工程项目质量内涵要求和工程项目供应链思想本质的基础上,将供应链的思想引入工程项目质量评价,界定了基于供应链思想的工程项目质量评价的内容体系;
     (2)综合运用频度统计法、理论分析法和专家咨询法分别构建了工程项目参建各方作业活动评价指标体系、参建各方协作状况评价指标体系和工程实体质量评价指标体系,综合得出工程项目质量评价指标体系;
     (3)建立了工程项目质量模糊层次综合评价模型,为工程项目质量评价提供了一个方便实用的方法,并实现了定量与定性的有机结合;
     (4)编制工程项目质量模糊层次综合评价系统,以实现评价矩阵和判断矩阵的录入、权重计算、一致性检验及多级综合评判等功能;
     (5)运用本文所建立的评价理论和方法,对轨道板生产及铺装工程项目质量进行了评价,验证了构建的评价体系的可操作性。
With the flourish development of construction industry and the continuous expansion of the scale of construction, project quality gradually becomes the focus of attention. How to describe and evaluate the project quality comprehensively and objectively, besides, make scientific decisions and management on project quality based on this, which has become a question both concerned by government administration and parties participating in the construction project, meanwhile, it also a subjects needs to be explored as the deepening progress of research in project quality management.
     Based on the knowledge of project management and the actual situation of project quality management in our country, using methods of system, modern evaluation theory, fuzzy mathematics and etc as theoretical basis and analysis tools, insist on combination of quantitative and qualitative and combination of theoretical research and empirical analysis, systematically analysis of the theory and method used in project quality assessment based on the supply chain thought.
     The achievement of this paper in project quality evaluation is:
     (1) Putting supply chain theory into project quality evaluation based on analysis of project quality content requirements and the nature of the project supply chain thought, meanwhile defined the contents of the project quality evaluation system based on the supply chain theory.
     (2) Comprehensively using methods of frequency statistics, theoretical analysis, Delphi method to build an evaluation index system of the operational activities of the parties participating in the construction project and an evaluation index system of the co-operational situation and an evaluation index system of the quality of the project item, combined to give an evaluation index system of the project quality evaluation.
     (3) Building a hierarchical fuzzy comprehensive evaluation model of project quality evaluation, it provides a convenient and useful method of project quality evaluation; it also achieved an organic combination of quantitative and qualitative.
     (4) Establishing a project quality fuzzy comprehensive evaluation system to achieve functions like the inputting of evaluation matrix and determine matrix, the weight calculation, consistency check, multi-synthetic evaluation and etc.
     (5) Using the evaluation theory and method established in this paper in evaluating the quality of the producing and paving of the ballast less track slab, verified the applicability of building this evaluation index system.
