摘要
地方科技计划体现着地方经济与科技发展的战略目标、重点任务以及政策与措施,是地方政府对科技工作实施宏观调控的重要手段,也是地方创新系统的重要组成部分。但是随着经济的发展,无论是宏观环境的变化(WTO规则的限制),还是原有的科技计划管理体系存在需要完善的地方,都需要地方政府的科技管理部门重新审视其管理体系,提高科技计划管理效率,充分发挥科技计划的效能。
本文从地方政府科技管理部门的角度,对地方政府科技计划如何实行规范的过程管理进行了探讨,主要工作有:一是对国内科技计划管理现状研究进行了综述与分析;二是对世界典型发达国家科技计划管理进行了总结与分析,并提出了对我国科技计划管理的可借鉴之处;三是对地方政府科技计划管理现状,特别是存在的问题进行了描述与总结;四是对地方政府科技计划管理从计划制定、决策,到实施评价控制和最后的绩效评价进行了分析,并相应建立了指标体系和数学模型,运用定性和定量相结合的方法制定了地方科技计划管理规程。五是针对河北省科技计划管理存在的问题,提出了相应的政策建议。
通过对地方政府的科技计划管理的理论研究和实例分析,构建出了地方政府科技计划管理的过程框架,具有较强的理论价值和实用性。
Science and Technology Program is an important action plan that influences S&T, economics and the future of social development, and it is also one of the basic function of local government. Its constitution, actualization and management embody the decision and volition of local government. with the development of economy. No matter the change of the macroscopical environment(WTO's Regular restriction), or the s&t program in charge of one's own existing problem, all these Need the s&t administrative department of the local government to consider its management system and improve the efficiency of management of s&t program. Finally Give full play to the efficiency of s&t program.This thesis stands the angle of administrative department of the local government, and carries on the discussion to how to realize normal management of s&t program. There are some work in the thesis. Firstly, carry on literature review on management of s&t program. Secondly, summarize and analyze the typical developed country 's management of s&t program, propose the reference to my county. Thirdly, summarize and analyze the current situation of management of s&t program. Fourthly, analyze the s&t program's decision making, controlling and performance evaluating, and establish Index system and Mathematics model. Make rules of management of s&t program with the methods of qualitative analysis and quantitative analysis. Fifthly, propose the policy recommendations to the question of management of s&t program of Hebei province.With the above analysis, the Course frame of management of s&t program is constructed. It has very important theoretical and practical meanings.
