北清路快速化改造方案研究阶段的关键点分析

摘要
北清路快速化改造按照"一会三函"流程办理项目开工手续,充分考虑项目建设影响,在方案研究阶段综合各项外部因素,以保证方案总体稳定。针对项目审批的关键节点,梳理影响方案稳定和方案成效的关键影响因素,分析得出关键要点。以北清路快速化改造项目为例,论述项目方案的规划建设条件、制约控制因素、设计方案成果等关键要点。项目在交通网络中的定位及功能、建设意义是方案研究的背景条件,投资和审批流程是项目前期推进的资金和制度保证,河道、管线及构筑物、轨道交通、电力等各类规划建设条件需合理利用,土地使用、环境影响、交通影响需充分评价,减少对方案制约和建设影响,增强方案的合理性和稳定性。
In order to ensure the overall stability of the project, the rapid renovation of Beiqing Rd. is carried out in accordance with the one meeting & three letters process, taking full account of the project construction impact, and integrating various external factors at the stage of project research. Aiming at the key nodes of the project approval, the key factors affecting the stability & effectiveness of the project are sorted out, and the key points are analyzed. Combining with the specific case of Beiqing Rd. rapid renovation project, this paper discusses the planning construction conditions, control factors & design results of the project plan, and classifies the key points according to the plan. The location, function & construction significance of the project in the transportation network are the background conditions for the project study. The investment & approval process is the capital & institutional guarantee for the project to advance in the early stage. All kinds of planning & construction conditions, such as rivers, pipelines & structures, rail transit and electric power, need to be rationally utilized. Land use, environmental impact & traffic impact need to be fully assessed, so as to reduce the restriction & construction impact on the scheme and enhance the rationality & stability of the scheme.
