摘要

学分银行联盟是推进学分银行运行的有效方式。省级学分银行联盟能够推动优质教育资源共享、降低教育投资成本损耗、调和教育市场与劳动力市场供求矛盾、满足学习者终身学习多样化需求。基于当前教育类型众多、目标诉求不同,教学模式各异,在"框架+标准+协议"路径下分类别建立联盟,采取"政府+教育机构+行业协会+企业"的标准开发模式,进行学习成果标准开发、应用及资源建设与共享、项目合作及服务体系建设等工作。为确保联盟顺利开展,需完善联盟领导层、决策层、运行层、管理层组织架构,做好联盟制度保障、质量保障及财务保障等工作。
        The credit bank alliance is an effective way to promote the operation of credit banks. The alliance can promote the sharing of quality education resources, reduce the loss of education investment costs, reconcile the contradiction between supply and demand in the education market and the labor market, and meet the diverse needs of learners for lifelong learning. Based on the current types of education, different target appeals, different teaching modes, alliances are established in categories under the framework of "frame + standard + agreement", and the standard development model of "government + educational institutions + industry associations + enterprises" is adopted to conduct learning outcomes, standard development, application and resource construction and sharing, project cooperation and service system construction. In order to ensure the smooth development of the alliance, it is necessary to improve the organizational structure of the leadership, decision-making, operation, and management of the alliance, and do a good job in the protection of the alliance system, quality assurance, and financial security.
