摘要

排污权交易制度将市场机制引入环境保护领域,通过市场手段实现资源的优化配置,对促进经济社会健康发展具有重要意义,但至今没有一个完善的法律保障体系。本文从排污权交易内容、法律体系、政策法规、制度执行等方面分析了排污权交易的法律问题并提出了建议措施。
        The emission trading system introduces the market mechanism into the field of environmental protection. The optimal allocation of resources through market means is of great significance for promoting the healthy development of economy and society. However, there is no perfect legal guarantee system. This paper analyzes the legal issues of emissions trading and proposes measures from the aspects of emissions trading content, legal system, policies and regulations, and system implementation.
