基于三阶段SBM模型的湖南省碳排放绩效评价

摘要
为寻求中部地区可持续发展有效路径,利用改进后的三阶段超效率SBM-DEA模型与Malmquist指数,实现了对2010—2016年湖南省14个市(州)碳排放绩效静态和动态评价及区域差异分析,结果发现:(1)湖南省碳排放技术效率、纯技术效率和综合规模效率偏低,经剔除环境因素和随机误差后多数地区的绩效水平得到显著提高。(2)区域间形成阶梯型差异,长沙市碳排放绩效居于全省前列,其次为常德市和张家界市,余下地区稳定在0.6左右。(3)2010—2016年整体碳排放绩效趋势为先上升后下降,其中TFP指数与技术进步指数变化一致,表明全要素生产率提高有赖于技术创新。(4)五大能源区域中,湘东地区碳排放绩效较高,其次为湘北地区和湘南地区,湘中地区与湘西地区受到规模效率和技术进步的双重制约。应注重各市(州)发展阶段的差异性和技术创新驱动力,协调各地区发展关系。
        In order to seek the effective path of sustainable development in the central region, the static and dynamic evaluation and regional difference analysis of carbon emission performance of 14 cities(states) in Hunan province from2010 to 2016 were realized by using the improved three-stage super-efficiency SBM-DEA model and Malmquist index,and the results showed that:(1) The technology efficiency, pure technology efficiency and comprehensive scale efficiency of carbon emission in Hunan province are low. The performance level in most areas is significantly improved after excluding environmental factors and random errors.(2) The formation of ladder differences between regions, Changsha carbon emissions performance in the forefront of the province, followed by Changde and Zhangjiajie, the rest of the region stable at around 0.6.(3) The overall trend of carbon emission performance is rising at first and then decreasing from 2010 to 2016, in which the TFP index is consistent with the change of technological progress Index. It indicates that the increase of total factor productivity depends on technological innovation heavily.(4) Among the five energy regions in Hunan Province, the performance of carbon emissions is higher in the Eastern Hunan than other regions, and in the mid and west of Hunan regions are subject to the dual constraints of scale efficiency and technological progress. Finally, it is suggested that we should pay attention to the difference of the development stage of each city(state) and the driving force of technological innovation, and coordinate the development relations of each region.
