云南省农用地循环利用的可持续性评价

摘要
农地资源循环利用的可持续性是农业经济发展的保障,而循环经济理念的提出,为农用地可持续利用提供了一个新的视角,以循环经济理念为基础构建云南省农地循环利用可持续性评价指标体系,并采用物元可拓方法对云南省2000～2015年农地资源循环利用的可持续性进行评价。结果显示,2000～2015年间云南省农地循环利用的可持续性水平保持在基本可持续的程度,并不断得到提升。通过因子贡献率、协调度和障碍因素分析来看,农业经济发展对云南省农地循环利用可持续性的贡献度较高,但各准则层贡献的协调度不断降低,农业经济的单向拉动作用显著,而农地资源投入减量化的障碍性较强,化肥、农药等使用量不断增加,农地灾害的治理力度等问题突出,需要根据云南省地形地貌和立体气候特点,制定针对性的农地资源循环利用发展策略,减少污染性生产资料投入,强化绿色生态高原山地特色农业发展,不断推动云南省农地资源的高效循环利用。
Agricultural land resource sustainability circulation use is the foundation of agricultural economic development. However the appearance of circulation economical concept offers a new visual angle to agricultural land sustainable use. Based on circulation economical concept designs the evaluation system of agricultural land sustainable use in Yunnan Province and then adopts matter-element extension method to quantificational analyzing agricultural land sustainable use condition from 2000 to2015. The results displays that agricultural land sustainable uses degree throughout maintain at the basic sustainable level in Yunnan Province from 2000 to 2015 and they keep getting promoted. Then inspects and analyzes the real contribution rate,harmonious degree and barriers factors, the results indicate that agricultural economic development to the sustainability of agricultural land circulation use is high contribution in Yunnan Province. But the degree of coordination of contributions is decreasing. The one-way pull effect of agricultural economy is remarkable. The obstacle of agricultural land resource input reduction is strong. Increasing use of chemical fertilizers and pesticides. The governance of agricultural land disaster is the outstanding issues. Based on the topography and three-dimensional climate characteristics of Yunnan Province, we lay down targeted development strategy for the recycling of agricultural land resources. Reduces input of polluting means of production.Enhances the development of agriculture characteristic of green ecological plateau. Promotes efficient recycling of agricultural land resources in Yunnan Province.
